Goodwin/Tombaugh Project


When something is beyond repair, it's time for a replacement. That's why Peoples is replacing what's known as the Goodwin/Tombaugh Natural Gas System in your area.

For over 135 years, Peoples has been providing natural gas service throughout Western Pennsylvania. Today, we’re the largest gas distribution company in the state. We are committed to helping you and your community maintain access to clean energy. To make sure our customers continue to receive access natural gas service, we’re replacing over 300 miles of our pipes in our Goodwin/Tombaugh system.

Replacing pipes within this system ensures that we can safely deliver natural gas to homes and businesses across our region. Upgrading older pipes also helps to protect the environment by reducing methane, all while keeping energy accessible and affordable. A steady flow of natural gas also helps to promote economic development by attracting new businesses to the area with reliable, cost-effective energy.

Before we start a large pipe replacement project, we notify all residents in the area with a letter, to make sure you know about changes before they happen. Across the region, our crews are hard at work, striving to complete this project in the best way possible. Our end goal? Making sure you continue to get the natural gas you’ve come to rely on. Replacing hundreds of miles of our lines is no easy feat, but here at Peoples, we're committed to getting the job done.

Project Phases


  • PHASE 1: Pre-Construction

    During our first phase, we send letters to notify all residents in the affected area. We also gather permits so that we have permission before we begin construction. Additionally, we survey the area and conduct any preliminary groundwork and inspections required. After a comprehensive inspection, we analyze the results and decide if any pipe replacement is needed. If you received a letter from us about the Goodwin/Tombaugh system, then your area is part of this project.
  • PHASE 2: Active Construction

    During active construction along a roadway, work zones and safety traffic cones will be set up to adjust traffic patterns, following state or local guidelines. This allows Peoples and our contactors to safely control and direct traffic. Please reduce your speed in work zones and drive without distractions. Our employees’ and contractors’ lives depend on you! 

  • PHASE 3: Post-Construction

    During this phase, we begin restoring the areas where we completed our construction work. We'll replace any sections of lawn, fields, roadways, and landscaping as needed. After our restoration services, your street will be back to normal. In some cases, it might look even better than before!

What steps are involved in replacing pipes?

Before replacing any pipes, an inspection must be conducted. Our expert technicians use specialized equipment to analyze the gas line, testing it for effectiveness and taking notes along the way. The pipe that is currently in place must be removed, section by section. Then, the new pipe is installed in its place, according to our plans. We know that this process can cause some inconvenience, so we do our best to handle it as quickly and safely as we can.

How will this project affect me?

We’re committed to conducting these projects as swiftly as possible, with minimal disruptions. Once we replace the old pipes with the new ones, we'll repair your street. Your street will look the same as it always has – in some cases, it may look even better!

Construction typically occurs between the hours of 8:30 a.m. and 5:30 p.m. Monday through Friday.

If we need to temporarily block access to a street or driveway, our crew can help you gain safe access – just let them know. We will work with your community to minimize the inconvenience, and we appreciate your patience. Your safety is always our priority throughout this project.

There are times we may need to briefly turn off your gas service. If so, we will contact you to schedule the work and make arrangements to test your house lines, perform necessary safety checks, and turn your service back on. We will need to be inside your home or business to perform safety checks and services like turning on your gas and relighting your appliances. Please note that someone 18 years or older must be at your home or business when we need access, and all pets must be secured when we’re working on your meter and turning your gas back on.

How can I identify your employees and contractors?

Our employees and contractors can be identified by marked vehicles. They may be from Peoples or one of our contractors, the EADS Group or Superior Utility Contracting. All employees should identify themselves and carry ID cards. They will gladly show these upon request.

Will I have to pay extra for this project?

No, you won’t have to pay for this project. The cost of building, maintaining, and upgrading our gas line system is shared among our entire customer base.

If I don't have natural gas now, will it be available to me?

We are currently evaluating an opportunity to extend our natural gas lines. An extension of our gas line could reach your home. Once we gauge the level of interest in your community, we will determine if a gas line extension is feasible and what the cost, if any, would be.
